Welcome to the Municipality of Central Elgin’s Port Stanley Waterfront Master Plan Community Consultation Hub!

The Municipality of Central Elgin understands the importance of the Port Stanley Waterfront to both residents and visitors. The Municipality along with Thinc Design and Riel Cultural Consulting is developing a Waterfront Master Plan for the Port Stanley Harbour Area that builds on the recently approved Port Stanley Harbour Area Secondary Planning Study. This Master Plan will, in consultation with the community, determine the future use and configuration of the harbour community facility area over the next 15-20 years.

The Master Plan study area is comprised of approximately 13.6 ha of public realm space, which includes the waterfront lands south of Main Street, as well as lands east and west of Kettle Creek south of Bridge Street. This includes the West Breakwall, Hofhuis Park, and West and East Pier Walkways.

The Municipality of Central Elgin wants to develop a Master Plan that will best serve the community, which means we want to hear from YOU to find out about waterfront services and infrastructure that are needed in the community.

Use the consultation tools below to participate by asking questions, sharing ideas and comments relating to the Master Plan. If you would like to speak to someone working on the project directly, please contact us via email.

This project is funded from the Harbour Fund and Development Charges.

  • Final Concept Presented to Council

    On June 13, 2022, after months of hard work and dedication by our consultants and the public, a Final Concept was presented to Council. This 144-page report analyses the feedback received as well as what was created and evolved as a result of the community's engagement. We are thrilled with what our community and consultants have created! Please see the Documents section of this project page to see the final concept and the details surrounding it.     This will be an interactive drop-in style format with image boards presenting the final draft of the Central Elgin Waterfront Master Plan. All interested parties will have an opportunity to review the final draft and are welcome to provide additional feedback and have open discussion with the project team.

    The Municipality along with thinc design will be hosting another Public Information Centre on May 12, 2022 from 2-4pm & 6-8pm at the Port Stanley Arena (332 Carlow Road)!


    This will be an interactive drop-in style format with image boards presenting the final draft of the Central Elgin Waterfront Master Plan. All interested parties will have an opportunity to review the final draft and are welcome to provide additional feedback and have open discussion with the project team.
    Following this session the Let’s Talk Central Elgin project page will include the sessions materials and will remain open for feedback for seven (7) days to inform the final Waterfront Master Plan.

  • What We've Heard So Far!

    We are grateful to our communities for the feedback we've received on these masterplans thus far. We've summarized, developed conceptual designs, precedent images, and launched a new survey and ideas section based on what we've heard over the past two months.

    Please share your thoughts in the Ideas section and take part in the most recent survey so we can refine the plans even more to our communities needs.

    A significant part of developing the Waterfront Master Plan is incorporating what we hear from you!

    We've created a new tool in this section of the page which allow you to drop a pin and comment on what you like, dislike or want to see happen!

    Use the colour-coded pins to provide:

    1. What's working on the waterfront? (yellow pins)
    2. What problems have you experienced on the waterfront? (blue pins)
    3. What needs to happen or change on the waterfront? (green pins)

    Comments, suggestions, and images can be placed on the map after the pins have been placed. Only pins placed within the boundaries of our study area* will be considered (red line).

    (Please note that both registered and unregistered members are allowed to add their ideas. Unregistered members still need to use an email and screen name to post.)
