Port Stanley Storm Sewer Upsizing – Phase 1B

The Municipality of Central Elgin will be completing the second phase of the Port Stanley Storm Sewer Upsizing project in September 2026. This initiative is funded in part by the Government of Canada through the Disaster Mitigation and Adaptation Fund and by the Government of Ontario through the Municipal Housing Infrastructure Program – Health and Safety Water Stream. The Port Stanley Storm Sewer Upsizing project addresses known storm water capacity deficiencies that contribute to localized flooding, surface ponding, and strain on existing infrastructure within the Port Stanley area. The project reduces the risk of roadway flooding and service disruptions, thereby improving public safety and system reliability during significant rainfall events.

PROJECT SCOPE

Phase 1B of the Port Stanley Storm Sewer Upsizing project involves the construction of new storm sewers, replacement of water services, asphalt road surface renewal, and new concrete curb and gutter on Maud Street and Bessie Street.

Alongside the Municipality’s infrastructure work, Enbridge will be renewing their gas main and services lines on Maud Street and Bessie Street and ERTH Power will be relocating utility poles on Maud Street only. These utility works are underway and will be completed prior to the storm sewer works commencing. The natural gas line and hydro pole work is being completed by the utility company or their subcontractor and is not under the management of the Municipality.

PROJECT SCHEDULE

The construction schedule for Phase 1B has been intentionally planned to avoid the tourist high season for safety, construction efficiency, and with consideration to local businesses and residents. Construction will occur between September 8 and November 20, 2026. The activities on Maud Street and Bessie Street will be staged where excavation work on Bessie Street will not commence until Maud Street has been restored to a functional gravel driving surface.
