The Municipality of Central Elgin will be completing the first phase of the Port Stanley Storm Sewer Upsizing project in 2026.

The Port Stanley Storm Sewer Upsizing – Phase 1 project addresses known storm water capacity deficiencies that contribute to localized flooding, surface ponding, and strain on existing infrastructure within the Port Stanley area.

The scope of work consists of upsizing storm sewers and improving outlets to accommodate a 1:5 year storm event enhanced with climate change data. The project reduces the risk of roadway flooding and service disruptions, thereby improving public safety and system reliability during significant rainfall events.


PROJECT SCOPE

Phase 1 of the Port Stanley storm sewer upsizing project consists of storm sewer and outlet upsizing along William Street, Edith Cavell Blvd, Maud Street, Bessie Street, and Lotus Lane. A new storm sewer will be added to Maud Street and Bessie Street where one does not currently exist.

Maud Street and Bessie Street road surface will also be rebuilt to a proper road structure with new curb and gutter. Watermain works will consist of replacing the existing watermain with new PVC watermain on William Street between Erie Street and Edith Cavell Blvd as well as replacing all water services on William Street (between Erie Street and Edith Cavell Blvd), Bessie Street, and Maud Street.


PROJECT SCHEDULE

The construction schedule for the storm sewer replacement project has been strategically developed to avoid the tourist high season for safety, construction efficiency, and with consideration to local businesses.

There will be no construction between the May long weekend and September long weekend. To accommodate this restriction, the Port Stanley Storm Sewer Upsizing – Phase 1 project is separated in two parts.

  • Part 1A will consist of Spring work (March 2026 to May long weekend) along William Street, Edith Cavell Blvd, and the Hofhuis park outlet.
  • Part 1B will consist of Fall 2026 to Spring 2027 work along Maud Street, Bessie Street, and Lotus Lane.

Additional to Part 1B (Maud Street and Bessie Street), Enbridge Gas will be renewing their gas main and services to each property on Maud Street and Bessie Street, and ERTH Power will be adjusting power poles on Maud Street.

    At its Meeting on Monday, February 9, Central Elgin Council awarded the tender to Cassidy Construction London Ltd. to complete the Port Stanley Storm Sewer Upsizing- Phase 1A project.
