Consultation has concluded

The Municipality of Central Elgin is undertaking a review of its Official Plan (OP), a central guiding document that provides the framework for growth, development, and protection of built and natural heritage assets across the municipality to 2046 (25 year time-horizon). The project launched in Spring 2021, and is scheduled to be completed by early 2022.

The updated Official Plan will build on the direction taken in our current Plan, and will be informed by a range of background studies to help us understand how future growth and development will shape our communities. We are also planning for the impacts of a changing climate and economy, and the shifting needs of all those who live, work, and visit Central Elgin.

We know that people living and working in Central Elgin are passionate and eager to help us build a healthy, resilient, and vibrant future, and we look forward to hearing from you as we work together to create out collective vision!   • Adoption of the Official Plan

    After a year and a half of meticulous planning, engagement and consultations with the public Central Elgin Council approved the Official Plan By-law (2732).

    The Official Plan now goes to Elgin County for review and approval. Council and staff would like to thank public stakeholders for all their input in achieving this finalized plan.

  • Presentation From Public Meeting Now Available!

    The Public Meeting as per subsection 17(15)d of the Planning Act was held on July 20, 2022 to afford any person an opportunity to be heard respecting the Municipality of Central Elgin Official Plan Update. The effect of the Official Plan Update is to ensure that the land use planning policies are current, reflect updated provincial policy and legislation and reflect the changing community needs for the next 25 years. The update applies to all lands within the Municipality.

    The Municipality of Central Elgin will accept additional comments until July 27, 2022 at 4PM

    NOTICE OF AN APPLICATION AND PUBLIC MEETING

    CONCERNING PROPOSED OFFICIAL PLAN AMENDMENT

    Municipality of Central Elgin 5-Year Official Plan Update

    TAKE NOTICE that:

    a) pursuant to Sections 17 and 26 of the Planning Act, R.S.O. 1990, as amended, the Corporation of the Municipality of Central Elgin has initiated an update to its Official Plan. Access to the information and material provided under subsections 17(19.1) in support of the application is available for public access, and

    b) a Public Meeting, pursuant to Subsection 17(15)(d) of the Planning Act, R.S.O. 1990, as amended, will be held by the Council of the Municipality of Central Elgin on the 20th day of July, 2022 at 6:00 P.M. to consider the proposed Official Plan amendment to the Municipality of Central Elgin Official Plan. The purpose of the Public Meeting is to afford any person that attends, an opportunity to make representation with respect to the Official Plan proposal. The meeting will be conducted virtually by Zoom Webinar (detailed information for this meeting can be found at https://www.letstalkcentralelgin.ca/official-plan-review).

    The Municipality of Central Elgin is reviewing its Official Plan to ensure that the land use planning policies are current, reflect updated Provincial policy and legislation, and reflect changing community needs for the next 25-years. The update applies to all lands within the municipality.

    The Official Plan is a land use planning document that includes a vision, goals, and land use policy directions for the Municipality. It provides a policy framework for topics such as resource and growth management, the provision of community and physical services, protection of the environment and human health and safety, economic development and asset management. The Official Plan recognizes the matters of local land use planning interest while also ensuring that the policies are consistent with the 2020 Provincial Policy Statement and conform to the County of Elgin Official Plan.

    ANY PERSON OR PUBLIC BODY may attend the Public Meeting and/or make written or verbal representation either in support of, or in opposition to the proposed Official Plan Amendment.

    If a person or public body would otherwise have an ability to appeal the decision of the Council of the Municipality of Central Elgin to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Central Elgin before the by-law is passed, the person or public body is not entitled to appeal the decision.

    If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Municipality of Central Elgin before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

    If you wish to be notified of the decision of the Council of the Municipality of Central Elgin on the proposed zoning by-law amendment, you must make a written request to the undersigned.

    ADDITIONAL INFORMATION relating to the proposed Official Plan update is available for inspection daily, Monday to Friday, 9:00 A.M. to 4:00 P.M. at the Municipal Offices and at the Central Elgin Planning Office, 9 Mondamin Street, St. Thomas.

    Council acknowledged the Central Elgin Planning reports on the Draft OP Policy Update and the Residential Land Supply Report pertaining to the OP during the June 27, 2022 Council meeting. These reports are available in the Documents section of this project page.

  • April 13 Open House Summary Available!

    The second Open House for the Official Plan Update was held on April 13th, 2022 as a virtual event hosted on Zoom from 6:30 pm to 8:30 pm. A total of 27 people attended the meeting. The purpose of the Open House was to provide an overview of the draft OP policies, receive feedback and input, and outline the next steps and other opportunities to engage. The comments received will assist the project team in finalizing the OP to present to Council.

    The event included a presentation delivered by the consulting team, Dillon Consulting Limited. This was followed by the question-and-answer session with municipal staff.
