The Municipality of Central Elgin and the County of Elgin are making improvements to the intersection of Belmont Road and 7th Avenue. Construction on the intersection improvements is underway and work to reconstruct 7th Avenue from Kettle Creek Drive to new Belmont school will begin August 17.

What’s Happening

New traffic signals will be installed at the intersection, along with a dedicated northbound turning lane and marked crosswalks to improve traffic flow and pedestrian safety. 7th Avenue will also see the addition of curb and gutter, improved storm drainage, a new sidewalk, and a designated turning lane into the school property to better serve Belmont Meadows Public School. In addition, road resurfacing will take place between Snyders Avenue and Belmont Road.

Why This Work Is Needed

These upgrades will enhance traffic operations, reduce surface drainage issues, and improve overall movement for both vehicles and pedestrians. The reconstruction of 7th Avenue is necessary to support increased traffic from the opening of Belmont Meadows Public School, as well as planned residential development to the south and west of the school, ensuring the road network can accommodate future growth safely and efficiently.

Traffic Impacts - Intersection

Residents can expect single-lane closures during working hours and minor delays. If full road closures are required, detours will be in place and advance notice will be provided.

To facilitate intersection work, 7th Avenue is closed to westbound traffic while remaining open to eastbound traffic only. Eastbound access will be maintained for local traffic, emergency services, and garbage and recycling collection. Westbound traffic should follow the posted detour route. Motorists are reminded to drive with caution and expect delays.

Traffic Impacts - Road Reconstruction

Schedule: Tentative Start Date – August 17, 2026

Anticipated Completion – October 15, 2026

To facilitate a safe work environment and allow the Contractor to maintain schedule, the project areas may be closed with accessibility to local traffic only. Once the existing asphalt surface is removed, the state of the road will be in passable condition at reduced speeds. As excavation progresses, the state of the road will vary. Note that traffic pylons in the middle of the road may be marking the location of raised maintenance hole lids or valve boxes. Please drive slowly and take care while you travel through the work area.

During construction, the Contractor may fully close either the intersection of Snyders Ave and 7th Avenue or Kettle Creek Drive and 7th Avenue. In the event one intersection is closed it is expected for signage to be installed alerting drivers of the closure and directing traffic to the open intersection.

Near the end of project, the Contactor will be completing the “shave and pave” portion of the scope of work. This includes milling down the existing asphalt on 7th Avenue between Kettle Creek Drive and Belmont Road. The new top coat of asphalt will then be placed along the entire project area from Belmont Road to the west end of the school site for one long seamless road surface. The placement of this top coat of asphalt will be completed in one long day. Please be patient as travelling on 7th Avenue to get to and from your residence will come with traffic delays.

As part of the school planning process, the TVDSB completed a Traffic Impact Study (TIS) to assess transportation needs and identify roadway improvements required to support the new school.

    The pedestrian crossover (PXO) location was identified based on the pedestrian desire line, the most direct and logical route where students are expected to travel when walking to and from school. Seventh Avenue has a sidewalk only on the south side. The PXO will be placed in alignment with the existing sidewalk to provide a safe and accessible crossing point.

    Moving the PXO away from this natural route of travel could encourage students and pedestrians to jaywalk or cross at undesignated locations. The selected location supports safer, more predictable pedestrian movements for students and other users of the area.

    Q: Will there be any impacts to waste collection?
    A: There are no changes to waste collection schedules. The Municipality of Central Elgin will continue to collect garbage on regularly scheduled collection days, and Miller Waste Systems will continue to collect recycling as scheduled.
