In September 2019, the Municipality of Central Elgin launched a Ward Boundary Review and retained Watson & Associates Economists Ltd., in association with Dr. Robert J. Williams, to undertake the study. The project is a multi-phase assignment which is expected to be completed by Spring 2020.
Why Conduct a Council & Ward Boundary Review?
The Municipality is working with Watson and Associates Economists Ltd. as well as Dr. Robert J. Williams in order to conduct this review properly. Dr. Williams is a Professor Emeritus of Political Science at the University of Waterloo and is considered an expert in municipal ward systems within the province. The consultants will operate independently from Council and staff as they work with residents and stakeholders to design possible ward boundary lines and recommend these ward boundaries to Council for final approval..

TAKE NOTICE that the Council of The Corporation of the Municipality of Central Elgin, at its meeting on December 14, 2020, passed By-Law No. 2545 pursuant to Section 222 of the Municipal Act, 2001;
AND TAKE NOTICE that By-Law No. 2545 re-divides the existing five wards into five new wards;
AND TAKE NOTICE that the new ward boundaries will take effect for the next municipal election, provided that no Notices of Appeal are filed, or, if a Notice of Appeal is filed, the Local Planning Appeal Tribunal (LPAT) issues an order to affirm or amend the By-law prior to January 1, 2022.
AND TAKE NOTICE that pursuant to Section 222(4) of the Municipal Act, 2001, any person may appeal to the Local Planning Appeal Tribunal (LPAT) in respect of the By-law, not later than the 28th day of January, 2021, by filing with the Clerk of the Municipality, a notice of appeal setting out the objections to the by-law and the reasons in support of the objections and accompanied by the prescribed fee required by the Local Planning Appeal Tribunal (LPAT).

THE MEETING - WHEN
The Council will hold a public meeting to provide any person that attends the opportunity to make comment or representation with respect to proposed changes to the ward boundaries for the Municipality of Central Elgin’s Council. The public meeting is to be held on Monday, October 5, 2020 commencing at 7:00 pm. The meeting will be conducted by Zoom Webinar. The public meeting is being held as required by Municipality of Central Elgin By-law 972 as amended.
WHAT IS BEING PROPOSED?
The Municipality of Central Elgin retained Watson & Associates Economists Ltd. in association with Dr. Robert Williams, Professor Emeritus of Political Science, University of Waterloo, to undertake a review of the current ward boundaries within the Municipality and to make recommendations for changes to the boundaries. An initial public consultation session, that included an open house and presentation, was held in November 2019 at the commencement of the project. The Consultants have issued their report and presented it to Council. The report includes a discussion of alternatives and recommended options for changes to ward boundaries. The report can be viewed at https://www.letstalkcentralelgin.ca/ward-boundary-review in the Document Library. Council is seeking comments and representations from the public on the recommended options prior to considering a by-law to implement new ward boundaries that will take effect with the next Council in 2022.
