2025 Road Resurfacing Program – Project Information for Tower Heights Drive, Invererie Heights Lane, Norma Place
The Municipality of Central Elgin is committed to maintaining safe, reliable, and high-quality road infrastructure across our community. As part of the 2025 Road Resurfacing Program, improvements are planned for the following streets:

What to Expect

Temporary Impacts and Conditions During Construction
Working Hours: Work will typically take place from 7:00am to 8:00pm, Monday to Friday based on Municipal Noise By-law No. 212. In some extenuating circumstances work may need to occur outside of these typical hours to accommodate the completion of the project within the established schedule and to minimize impacts to weekday traffic.
Traffic: To facilitate a safe work environment and allow the Contractor to maintain schedule, the entrance/exits to the locations will be closed with accessibility to local traffic only. You will be able to access your property as usual. Once the asphalt surface is removed, the state of the road will be in passable condition at reduced speeds. Note that traffic pylons in the middle of the road may be marking the location of raised manhole lids or valve boxes. Please drive slowly and take care while you travel through the work area.
Driveway Access: You will able to access your property/driveway at all times except for construction related circumstances. Such circumstances arise when construction work occurs in front of your property. These circumstances are temporary and the Contractor is expected to give you notice before they block off access to allow you to relocate a vehicle, if necessary. If you return to your property and find the Contractor working in front, please consider utilizing a side street or a neighbour’s driveway (with permission) to temporarily park until the Contractor has completed the work and it is safe to access your driveway again.
Parking: On street parking will not be permitted within the limits of construction during the project work hours. Vehicles that are parked on the street overnight must be out of the construction site prior to 7am each morning or will be towed if the owner cannot be found. Please consider a secondary location to park your vehicle to avoid any issues. **Parking will not be permitted in the parking area at the corner of Tower Heights Dr and Invererie Heights Lane as this is being repaved.**
Vibration: Construction equipment will cause vibrations. Please ensure you protect any valuables susceptible to damage.
Garbage/Recycling Collection: Access for garbage/recycling collection will be maintained when possible. In the event the road work will not allow passage, the Contractor will pick up your curb side garbage and recycling and move it to a location at the edge of the project limits for collection. Please mark your municipal address on all your containers so they can be returned to your property by end of day. Tuesday pick up days will continue as usual.
Utility Disruptions: Since the work is limited to asphalt removal and replacement, there should be no disruption to utility services.
Safety: Stay safe and avoid the work area during construction. Maintain a safe distance from construction vehicles entering and leaving the site. Please respect the workers on the site. Making eye contact is the best way to be sure they are aware you are travelling through the site.
Accessibility
Once the asphalt road has been removed within the construction area, the road surface may not be easily accessible for wheelchairs, scooters, or other mobility devices. Please be prepared in advance of this situation and make appropriate arrangements.
Residents who require accommodation (level entry, longer notice, etc.) must contact the Central Elgin Site Inspector to arrange for access during the construction period.
